IELTS Requirements New Canada FSW Application

This coming January 2013, when the New Federal Skilled Worker Class program will open. The IELTS requirement that will be required to provide the clients proof for IELTS requirement will still be IELTS General Training Module.

Can you tell me if the IELTS is required for the second applicant? We both of us (me and my husband) are preparing for IELTS, but my husband will take the IELTS latter if is not needed for the application in Canada under the FTSW program. So please give me an answer, what can we do?
